Strategy for the Delivery of Youth Work in Northern Ireland 2005-2008

A Youth Work Strategy PDF 216 KB,covering the period 2005-2008, has been devised and approved by the Department and the Youth Service Liaison Forum.

The Strategy highlights some of the issues that affect the context within which youth work currently operates, including the needs, aspirations and rights of young people (aged 4-25); the background to public policy in relation to youth work; and other key issues affecting the youth service. The strategy describes a new vision for youth work and sets out the aims and priorities that need to be taken forward.

Network for Youth

In 2005 the then Minister for Education announced plans to establish a Network for Youth (Network) which will ‘strengthen the direct voice of young people in all relevant aspects of government provision’.

The Review of Public Administration policy paper 9 – ‘Youth Services’, stated that the Network would be established, monitored and supported by the Education and Skills Authority (ESA).

Since the announcement of the proposed Network, the Department has worked with the sector to develop proposals on its structure and composition.  The Youth Forum, working with groups of children and young people, initially developed ideas on the possible forms the Network could take. Three structural options for the Network were developed -

  • a Regional Youth-led body;
  • a Network of Networks; and
  • a Youth Assembly.

The Department established a Working Group in 2007 comprising of a cross section of stakeholders from the youth and children’s sectors and chaired by the Youth Council to further develop thinking on the Network and to run a public consultation on the three models for its structure.

The consultation ran until September 2008 and following the analysis of the consultation responses, the Working Group proposed that an adapted version of the ‘Network of Networks’ option should be adopted as the way forward.

The Department is now in the process of developing a policy paper on the Network that will form part of the policy code for the Education and Skills Authority, requiring it to establish, support and monitor the Network within parameters set by the Department.
