Youth councils
The Department of Education is keen to support all children and young people who want to be part of a youth council.
The ‘Making Your Youth Council Work for You: Guidance for effective Youth Councils’, produced by the Big Deal in conjunction the Education and Library Board youth councils and shadow youth councils across the north of Ireland provides guidance to support young people and workers in getting the most out of their youth councils.
What is a Youth Council?
Youth councils come in a variety of forms, but are usually a group of up to 30 young people, supported by a Youth Worker. The young people involved generally come from the same geographic area or share an area of common interest. The purpose of the council is to represent the voice of children and young people to decision makers.
Why have a Youth Council?
There are lots of reasons:
Article 12 of the United Nations Convention on the Rights of the Child says that children and young people should have a say in decisions that affect their lives. Youth councils provide a mechanism for children and young people to have their voice heard on issues that are important to them.
It is an important and useful way to provide leadership and development opportunities for children and young people.
It is a useful way for decision makers to have access to the views and opinions of young people on an ongoing basis.

This resource is designed to enable youth councils to ‘dip in’ and explore the points which are most important to them. It contains 10 guidance points that have been identified by young people from youth councils across the north of Ireland. These include: creating a purpose and setting goals; valuing equal opportunities; ensuring enjoyment and reward for members; being clear on who does what; and having your voice heard.
