Review of Public Administration

The Review of Public Administration (RPA) in Education aims to be the most influential reform in a generation. The proposed restructuring will transform administration, improve standards, promote equality and enable more resources to be available for schools, therefore benefiting our children and young people.

Education Minister, Caitríona Ruane, received the support of the Executive in November 2008 to establish a new Education and Skills Authority (ESA). The ESA would be a single Authority and would replace the nine education statutory organisations.

However, on 1 December 2009, the Minister for Education announced that as the Executive’s target date for the establishment of ESA on 1 January 2010 would not be met, transitional governance and management arrangements would be put in place.

In the absence of an agreed date, the Minister tasked Sean Hogan, ESA Chairperson Designate, and Gavin Boyd, ESA Chief Executive Designate, to produce a Convergence Delivery Plan to maintain the momentum of reform while ensuring the existing organisations continued to deliver key policies and services for the period until the Executive’s objective of ESA is delivered.
