Education and Library Boards’ Accounting Review (Helm report)

This report was commissioned by the Department in direct response to concerns raised by the Comptroller and Auditor General about financial accounting and budgetary control issues across all five ELBs.
The report identifies a series of weaknesses and areas for improvement, many of which reflect the findings in Dr Jack’s report following the Statutory Inquiry into the overspends in the two Boards.
The Department is finalising its position on the report’s recommendations. This process needs, of course, to reflect decisions on the administrative structures that will apply following the RPA. However, the Department will discuss shortly with Boards its response to the report’s recommendations.
