Following the correction of errors which occurred in InCAS assessment outcomes in autumn 2009 the Education Minister initiated a programme of action to ensure the accuracy of InCAS outcomes and rebuild confidence. This included the establishment of an independent working group to produce a report on the impact of the errors on school confidence and to recommend a series of proposed actions that would be capable of re-building confidence in InCAS among schools, teachers and parents.
The group was chaired by Professor John Gardner of the School of Education, Queen’s University, Belfast, and included school principals, teacher union representatives, a school governor, and a representative from the Educational Research Centre, Dublin.
The group’s report includes 19 recommendations, relating to the immediate future and the longer term. These recommendations have been accepted by the Education Minister, who has approved an action plan to address them.

As part of the process of preparing for InCAS assessments in autumn 2010, action has already been taken on a number of the recommendations. This action, and other extensive quality assurance work already carried out since last year to ensure the accuracy of InCAS outcomes, have informed the arrangements for InCAS assessments in autumn 2010 and associated reporting of outcomes to parents. These arrangements are set out in Circular 2010/20.

The Department has launched the Consultation on the Draft Education (Pupil Records and Reporting) Regulations (Northern Ireland) 2009
The Education (Northern Ireland) Order 2006 gave effect to the framework for the revised curriculum, which is being introduced on a phased basis from the 2007-08 school year. Revised assessment arrangements are also being introduced on a phased basis. These draft regulations propose arrangements for reporting information to parents annually; at the end of key stages 1 2 and 3; and at the end of primary school; and to parents or pupils at the end of compulsory schooling following key stage 4, and upon leaving school at the end of sixth form.
The development of the draft regulations has been informed by evaluations undertaken by CCEA. A copy of CCEA's final evaluation report on the annual report to parents (Annual Pupil Profile) can be accessed here
The consultation commenced on 17 December 2008 and will end on 20 March 2009. The Draft Regulations and a Response Document are below:
