The Department of Education (DE) is one of 11 government departments created in 1999 by the Northern Ireland Act 1998 and the Departments (Northern Ireland) Order 1999.
Our aim is to:
- Educate and develop the young people of Northern Ireland to the highest possible standards, providing equality of access to all;
- Work together as partners in education and youth services to ensure a high standard of education for all children and young people, which will put them at the centre of education, motivate them, build their confidence and enrich their lives, and provide the foundation for a strong and vibrant economy.
To bring order to this complex planning and delivery enviroment a high level strategic framework for the Education Service has been developed, comprised of 4 strategic themes:
Valuing education
- To promote the value of education.
- To create a desire for learning.
Fulfilling potential
- To provide flexible learning opportunities that meet the varying needs and abilities of all young people.
- To raise educational attainment for all young people.
- To foster the personal development of young people, including an understanding of their rights and responsibilities within society.
Promoting equality and inclusion
- To ensure equality of access to education and youth service provision and to facilitate parental choice as far as possible.
- To promote respect for, and value of, diversity, equality and human rights.
Resourcing education
- To secure the necessary funding to deliver a high quality education and youth service.
- Use resources efficiently, effectively and equitably to support and improve learning.
- To have highly skilled and motivated teachers, youth workers and support staff.
- To have high quality leadership and governance across the education and youth service.
The Minister has overall political responsibility and accountability for all the departments activities.
The Permanent Secretary is the Minister’s principal adviser on all aspects of the departments responsibilities and is the Accounting Officer for all departmental expenditure.

The Freedom of Information Act 2000 is designed to establish a new culture of openness and transparency in public administration. It comes in two parts:
- Each public authority, including central and local government and non-departmental public bodies, has produced a Publication Scheme; and
- Since January 2005 the Act gives you a general right to access all types of recorded infomation (subject to certain exemptions) held by public authorities.
