Implementing the Communication Strategy


Working with the individual school(s) to set the objectives (as directed by the project board), scope the project and develop this and the output specification and levels of service required.

Ensuring bidders consider the possibilities for third party revenue wherever possible;

Carrying out the initial value for money assessment;

Quantifying the identified risks;

Preparation of documentations including the Outline and Full business cases, Invitation To Dialogue (ITD), and Public Private Partnerships (PPP) contract documentation. Incorporating findings from a market sounding exercise if one needs to be carried out;

Managing the procurement process, including bid evaluation and contract award; and

Providing bidders with clarification as required and managing the bid process.

The precise composition of a project board and a project team will vary from project to project. They will each have a chairperson and will have a core membership. Given the nature of the project and the various skills required members of the project board and project team might be drawn from both the public and private sectors.
