Education Reform Programme

ESA Chief Executive Designate, Gavin Boyd leads the Education Reform Programme. He is supported by a number of education sector staff who are seconded to the Department of Education’s ESA Implementation Team.

Governance arrangements have been established including the creation of a Programme Management Board (PMB) which is chaired by the Permanent Secretary in the Department of Education.

The PMB’s role is to:

  • Provide strategic oversight for the reform programme.
  • Approve implementation plans and major decisions.
  • Monitor progress.
  • Manage programme risks.
  • Exercise a strong challenge role.
