Programme for Government 2011 - 2015
On 12 March 2012 the First Minister and deputy First Minister published the Programme for Government 2011-2015.
The Programme for Government sets out the strategic priorities for all departments and recognises the particular contribution of education to:
- growing a sustainable economy and investing in the future
- creating opportunities, tackling disadvantage and improving health and wellbeing
- building a strong and shared community
- delivering high quality and efficient public services

The Programme for Government contains 82 specific commitments, 8 of which fall to the Department of Education to deliver:
Commitment 21
- Increase the overall proportion of young people who achieve at least 5 GCSEs at A* - C or equivalent including GCSEs in Maths and English by the time they leave school,
- Increase the proportion of young people from disadvantaged backgrounds who achieve at least 5 GCSEs at A* - C or equivalent including GCSEs in Maths and English.
Commitment 42
- Improve literacy and numeracy levels among all school leavers, with additional resources targeted at areas of educational underachievement.
Commitment 43
- Ensure that at least one year of pre-school education is available to every family that wants it.
Commitment 70
- Significantly progress work on the plan for the Lisanelly Shared Education campus as a key regeneration project.
Commitment 71
- Establish a Ministerial advisory group to explore and bring forward recommendations to the Minister of Education to advance shared education.
Commitment 72
- Ensure all children have the opportunity to participate in shared education programmes by 2015.
Commitment 73
- Substantially increase the number of schools sharing facilities by 2015.
Commitment 76
- We will make the Education and Skills Authority operational in 2013.
