Strategy Progress Report

This is a report on the progress made since December 2004 when the then Minister, Barry Gardner, MP, endorsed the emPowering Schools Strategy PDF 340KB produced by the Education Technology Strategy Management Group. Twenty-five Stakeholders were invited to report against the 54 milestones contained in the strategy document which relate to their specific roles and responsibilities.

The report provides, as annexes 1-5, an edited collation of their returns and an Executive Commentary on progress. This commentary is informed by additional information from a range of contemporary evaluation sources, including Education and Training Inspectorate (ETI) surveys and Classroom 2000 (C2k) Customer Satisfaction Surveys produced by PricewaterhouseCoopers, which are listed in Annex 6.

Educational change is a continuous process and some of the returns include actions and initiatives undertaken before the start of the 2004/05 school year. In light of the wide circulation which the draft Empowering Schools Strategy had in the 18 months leading up to its endorsement by the Minister, these have been included.
