The Empowering Schools Report outlines key milestones which aim to help schools and other stakeholders identify where their main responsibility for making progress lies, and to undertake action planning. To achieve the aspirations outlined in the emPowering Schools Strategy will entail continued innovation in the services, infrastructure and connectivity provided by C2k (Classroom 2000), as well as developments in the school estate, including:

20 computer/user ratios
21 interoperability across the interfaces with other sectors
