The report covers workload/bureaucratic burden issues. The report makes a number of recommendations, which if implemented, would place significant demand upon the education budget. The report was issued in June 2003 and considered the salary and conditions of service for all teachers. Eligible teachers progressed from point 1 to point 2 of the Upper Pay Scale from 1 September 2003, and from point 2 to point 3 from September 2005, following agreement on a Performance Review and Staff Development scheme (PRSD), which commenced in schools in September 2005.Teachers' Pay and Conditions of Service Inquiry - Interim Report Principal and Vice-principal pay (PDF 1.1 MB)
The report recommended that Principals' and Vice-principals' salary ranges related to school size and type.
