• Strategic Review of Education (PDF 893 KB)

  Report of an Independent Strategic Review of Education carried out by Professor Sir George Bain. He examined the funding of the education system, in particular the strategic planning and organisation of the schools' estate, taking account of the curriculum changes, including the wider provision for 14 - 19 year olds and also demographic trends.

• Supplement to the Code of Practice on the Identification and Assessment of Special Educational Needs (PDF 259 KB)

  This Supplement was issued by the Department of Education under Article 4 of the 1996 Order and is operative from 1 September 2005. The status, coverage, principles and essential practices and procedures and detailed guidance contained in existing Code of Practice on the Identification and Assessment of Special Educational Needs 1998 (hereafter referred to as the Code of Practice) are unchanged by this Supplement.

• Task Force Report on Dyslexia (PDF 779 KB)

  The Task group on Dyslexia was set up in January 2001 to audit current provision for children and young people with dyslexia, from nursery level to further education, and to identify training needs and opportunities for teachers.

  The handbook draws together in one place guidance for student teachers, beginning teachers, teacher-tutors and others with a role in the three main stages of early teacher education.

• Teachers Health and Wellbeing Newsletter December 2003 (PDF 258 KB)

  The newsletter was produced by the Health and Wellbeing Strategy Group and provides information on support services available to all teachers and on the 'Health Promoting Schools' initiative.

  This is a summary of the findings from the Northern Ireland Teachers' Health and Wellbeing Survey.

• Teachers' Pay and Conditions of Service - Final Report Part 2, Improving Conditions, Raising Standards and Negotiating Arrangements (PDF 289 KB)

  The report covers workload/bureaucratic burden issues. The report makes a number of recommendations, which if implemented, would place significant demand upon the education budget. There is, however issues in the report that can be addressed through alternate and innovative ways of working and the former Minister has asked the Teachers' Salaries and Conditions of Service Committee (Schools) to consider what could be progressed, without additional funding, based on the benefits to children.He also stated his commitment to pressing again for additional resources at the earliest opportunity.

  The report was issued in June 2003 and considered the salary and conditions of service for all teachers. Eligible teachers progressed from point 1 to point 2 of the Upper Pay Scale from 1 September 2003, and from point 2 to point 3 from September 2005, following agreement on a Performance Review and Staff Development scheme (PRSD), which commenced in schools in September 2005.

• Teachers' Pay and Conditions of Service Inquiry - Interim Report Principal and Vice-principal pay (PDF 1.1 MB)

  The report recommended that Principals' and Vice-principals' salary ranges related to school size and type. The recommendations were implemented during Spring 2003 and resulted in arrears payments to a significant number of Principals' and Vice-principals, who were previously being paid at a pay point lower than the minimum of the pay range recommended by the Inquiry.

  The purpose of every school should be to create a safe and secure enviroment where all children are enabled to achieve their full potential and to be educated with respect and dignity. The Model Policy should be incorporated into a schools mission statement and enable staff to develop in the area of Reasonable Force.
