2011/12 Capital Budget Final Position

The total gross capital budget for the Department in 2011/12 was £116.4m. The budget was required to cover investment in transport, ICT, youth capital projects, early years, minor works and major capital works, as well as other capital requirements

Major Capital Works

The Major Works programme covers capital works projects with a capital value greater than £500k to provide high quality educational facilities for children and young people. The following are examples of what a major capital project might constitute:

  • Construction of a new school building (either to meet an unmet demand for child places or to replace an existing school building of sub-standard accommodation)
  • Construction of a new school building to facilitate the rationalisation/amalgamation of two or more schools, or
  • Extension and/or refurbishment of existing school buildings.

Seven major capital projects were completed in the 2011-12 financial year, with a total capital investment of £39.5m

Minor Capital Works

The Minor Works programme covers capital works projects with a capital value less than £500k. During 2011/12, priority was given to those schemes which met legal obligations to provide places for children of statutory school age in respect of nursery, primary and post primary schools; and to meet obligations in respect of disability access and Health and Safety and curriculum associated schemes.

Transport

To ensure adequate provision of buses to deliver home to school transport in accordance with Article 23 of The Education (NI) Order 1997.  Funding on school transport is also used to enhance safety requirements on home to school bus services across Northern Ireland

ICT

During 2011-12, the majority of the allocated ICT budget was used for the development of systems in support of establishing the Education and Skills Authority (ESA).

Middletown

Work has continued to support the establishment of a centre for the promotion of excellence in the development and harmonisation of education and allied services to children and young people with Autistic Spectrum Disorders.

Early Years

The Department has responsibility fora range ofEarly Years provision through voluntary playgroups which deliver the pre-school year, and through Sure Start. During 2011-12 £350k of Capital Funding was allocated through the Health and Social Care Board to a range of Playgroups and Sure Start projects to either make improvements identified by inspection reports or to enable the expansion of service provision.

Lisanelly

The Department, supported by the Strategic Investment Board Limited, reached a significant milestone in the development of a shared educational campus at Lisanelly, Omagh with the appointment of an integrated design team in March 2010 to take forward the exemplar design. During 2011/12, the Exemplar Design Team, working with the schools and the local community, has been developing the Lisanelly Business Case and Design.

Teachers Pension ICT Project

The Teachers Pension ICT Project is a business critical project, incorporating the procurement of replacement ICT systems that will address the inefficiency of current systems. Ongoing funding during 11/12 was to ensure provision of a system that will provide accurate and timely payment of pensions to members, continued security of data, capacity to produce accurate management information (accountability) and reduce the potential for deterioration in the levels of customer service.

Youth

Assistance has been provided with the costs of refurbishing Youth premises, improving facilities or access for people with disabilities, bringing properties up to current health, safety and fire authority standards, and towards child protection measures.
