DE Staff Transfer Scheme
With the establishment of the ESA the operational functions currently undertaken by the DE will be transferred to the ESA, and to ensure continuity of service to the public, the majority of staff undertaking these functions will transfer either on a temporary basis or TUPE transfer to the ESA.
The Department of Education (DE) has published the DE Staff Transfer Scheme for consultation. The scheme has been developed in agreement with DE, Central Personnel Group, Department of Finance and Personnel (DFP), the Northern Ireland Civil Service Review of Public Administration Central Committee and DE's Departmental Trade Union Side (TUS) and sets out the arrangements for the transfer of staff from the Department of Education to the Education and Skills Authority (ESA).
The document states that the transfer of staff will take place on 1 January 2010 however there has been a delay in the establishment of the ESA. The document will be updated once the revised date of the establishment of ESA has been determined. The document is in draft form as Annex 2 will be updated/available not less than the statutory requirement of 14 days prior to the day of transfer.
